Communications with emergency services is standard during normal times and during times when the prevailing conditions may not be so appropriate. 

Emergency Services are a manner in which people can seek help legally if in an immediate, life-threatening and or critical situation.

In the situation of a natural disaster the number of people may be quite high depending on the severity of the natural disaster. This may be more than the capability of the emergency services infrastructure. In that unique and perhaps infrequent occurrence there is a need for the robust and effective capability to meet the demands in that particular situation. 

Since this is an alternative economy solution it needs to function seamlessly with the regular or existing economy. 

Therefore it is recommended to leverage a legal technological device which me who write this physically have recommended some months ago which can help.

One of the advantages of this device is its ability to receive information from many people at the same time.

Therefore for an effective Emergency Services Communications solution in an alternative economy, scalability is an essential requirement. The Emergency Services Communication for an alternative economy situation needs to be able to cater to a much larger number of people at the same time and attend to their emergencies. 

Therefore what is required is to create a technological back-end and operations centre solution that is so scalable that it can process and respond to a large number of requests at the same time on a continuous basis as required. This system will require a technological platform because getting enough people to respond individually by phone call for instance may not be feasible in an alternative economy because of the demand on emergency services provision. Therefore what this platform does is to enable large volume processing at the same time whenever that is needed in the alternative economy and the regular economy. 

How does it work? 

The Anomalous Data Entry device enables people to lodge their situation quickly and this feeds the Emergency Services System. There is software which is designed and developed to assess thousands and perhaps tens of thousands or more complaints or incidents at the same time. The requests are processed according to specific categories. This enables bulk processing where necessary. The system is also able to provide responses to each person while at the same time extricating requests which need more intricate and detailed responses. 

For instance if there is an earthquake in a location that may affect hundreds or thousands of people or more. Many people may use the Anomalous Data Entry device to make requests for emergency services. The platform synthesizes all of this and is able to legally and accurately determine how many ambulances are needed, how many need surgical operations, how many just need to be transferred to shelters, how many need a brief assessment and can be allowed to return to their homes, how many need food, water and other supplies. In this manner the emergency services can effectively mobilize their legal resources and legally dispatch ambulances and other legal equipment for an effective emergency services provision. The level of accuracy and detail if designed effectively would be quite impressive and ensure that even a situation that affects a large number of people can be effectively managed during a natural disaster or any other situation that may necessitate such. 

While this recommendation focuses on the Emergency Services Communications it is very clear that this can only be effective if there is equally an effective Emergency Services Provision which can ensure that victims of a disaster for instance can get legal help to escape such a situation legally while preserving as many lives as feasible. 

It is very important to have effective security provision for the central operations centre of this platform and it is recommended that this should not be in only one location because of the sensitivity of its functionality. 

It is important that this system does not fail and is always on irrespective of the prevailing conditions that is whether there is Internet or whether people have access to social media and email or not. This is very important. 

Depending on the location the platform which is purely an emergency services provision could be made social. The advantage of this is that it allows people living in those locations as well as their friends and family outside that location to have an understanding of what is happening in that location. 

How is this feasible? 

If the legal authorities in the location implementing this choose to implement a social option it will have an Internet site where every person who has an Anaomalous Data Entry device who has made a request for emergency services can be seen on a display screen. This may be specific details of a person or may just be a display showing colours or points or small circles showing locations which have higher number of emergency requests, the nature of the emergency requests and places that have less emergency requests. Certainly the platform will categorise which response can be social. For instance a person who is attacked violently may not want the specific location known however a pointer as to location of break ins or thefts could be provided. What this does is to enable the people have an understanding where is safe and where is not so safe, where they can go to at a particular time and where they should avoid at a particular time. 

The social aspect also allows people to offer information live on the platform about a specific location which may help people in or who are going to that area and even the emergency services may benefit from the social platform because it gets specific information from the people which may not be available to the emergency services. This is because the Anomalous Data Entry device is mostly used by people who have an emergency or are in immediate danger, for instance a person being followed or about to be mugged for instance. However a whole lot of relevant information is available from people who may not be victims but may be aware of the situation and have important information to legally share. This is where the social platform becomes very germane. Because this is not a discussion social media platform it enables people make their reports and or provide their relevant information which is posted for a specific location. The back-end of this platform should enable content verification legally however in my opinion people should not be hindered from posting information as they please but if the information is proven true the post immediately attracts a commendation sticker or true sticker and if false the post receives a flag which when opened explains what is not true about the post. The flag aspect should not be put on a post until the platform has completely legally confirmed that beyond every reasonable doubt. 

If properly managed the social media component can save many lives in natural disasters affecting many people or crises resulting in the displacement of many people. That hopefully shall not prevail through any means, manner or form but since such have occurred in the past in some locations being protected from such is an asset and not a liability.

The social media component works perfectly in both an alternative economy and the regular economy. 

It is recommended if deemed appropriate that the social media platform be called 'Bismarck' in honour of His Excellency, The Former Chancellor of Germany, Otto von Bismarck. 

The social media platform can be accessed on any device that can access the Internet such as mobile phones, phone tablets, laptop and desktop computers for instance. 

This is recommended to the United States of America with capital in Washington D.C., North America. 

This is recommended to the European Union with headquarters in Brussels, Belgium, on the Continent of Europe. 

This is recommended to the Republic of Austria on the Continent of Europe. 

This is recommended to the Federative Republic of Brazil with capital in Brasilia on the Continent of South America.
