RECOMMENDATION


ENSURING EFFECTIVE POLICING 

Wednesday 22nd April 2026 


The purpose of this recommendation is to ensure that legal policing is effective irrespective of the hindrances and obstacles that may confront it.

An example will be leveraged to explain better the purpose of this recommendation. 

If a legal police force is trying to restore effective traffic to a particular location that may have been affected by some form of disruption which could be man-made and or natural, then achieving that will require overcoming certain challenges. Certainly, it would be expected that the legal police would have all the equipment necessary as well as personnel to restore traffic order to the entire affected area. Therefore, in accordance to the purpose of this recommendation, a legal police force that is well-equipped with adequate and sufficiently trained personnel is considered. The intent is to show that sometimes all this is not enough to achieve effective policing. It is that gap that will be made known and the need for legal police forces to fill that gap so that effective policing will be as constant and pleasant an experience as feasible.

Therefore, if the well-trained and equipped legal police force are deployed to correct the traffic situation in that location which may have been devastated, they get there and start legally deploying in different parts of the location and put up all their communication gadgets, even have drones for overhead vision, mobile traffic lights to control vehicular movement and other aspects. Then this is going on perfectly for one hour or more, perhaps, and the vehicles are beginning to move freely while large towing vehicles are getting damaged vehicles off the way and other large vehicles, perhaps excavators are getting large rocks and debris off the road as well. This legal operation is restoring order and people are able to get from one part of that location to another and residents and others such as tourists are all happy that the legal police are restoring smooth and effective traffic flow to the location, perhaps after the disruption. 

If, however, an individual who wants to exploit the disruption is unhappy with the legal operations of the legal police and wants the location to remain disorganised, with people being frustrated and unable to get about freely and transportation services not being able to function properly, then all the person needs to do is get a letter from the political leader of that location perhaps an administrator or mayor which says that the legal police are in some way contravening the laws of that location by executing that operation. Once this letter is confirmed to be authentic and presented to the head of that legal police operation, even though the legal police action is restoring traffic, making the people happy and allowing improved functioning of transportation services and helping to ensure that injured people can get to hospitals faster, that single letter could halt the entire legal police operation which is doing so much good for that location. At that point, the head of the legal police operation receives the letter and confirms that the issues raised are genuine. Since it is a legal police operation, the entire operation would have to cease until the situation is resolved, which for the residents and tourists would be more frustrations and disruptions and, for some, it may mean severe health challenges, since their health situations were not resolved on time.

This point is the most important point. Even if that legal police force has 1,000,000 men and women in that nation, even if it is funded to the tune of hundreds of billions of dollars, even if it has the most sophisticated terrestrial, satellite and marine technology in the Universe, all that means nothing to resolve this situation. Because that massive capacity, which is awesome and spectacular and fearful for those committing crime and admired by those who want to be safe, is unable to defeat the single letter that shows that the operation is illegal or that the operation somehow contravenes the laws of the location. 

The point of making this example is that all the training, equipment and technology may be available. But if some person who understands the situation adroitly is able to raise an issue which makes the entire functionality to be proven to be faulty, then even though that person is from a poor location and is even poor and uneducated and perhaps doesn't even have a vehicle, despite all that, the person is able to prevent this gargantuan legal police force from carrying out its legitimate duty which would save the lives of many people and make many people live better.

Even though this is a practical recommendation, it is important that this is understood in all realms, not just the physical realm. Therefore, if permission is denied because the action is illegal, if those seeking to implement that action go ahead, they would be acting illegally and even though it is helping the people, it could expose the legal police force to certain dangers because a legal police force is now acting illegally. This could now legitimately make sabotage feasible, leading to ineffectiveness and even loss of lives and or property. Therefore, this situation cannot be resolved by going ahead illegally because that would create real problems that may eventually create the factors required to force the legal police operations to cease entirely. However, resolving the issues raised in the letter will require time and cause delays which could also affect the people. However, what it does not do is to damage, in any way, manner or form, the legal authority of the legal police force, and it ensures that the legal police force cannot be exposed to any danger because the legal police force is acting legally and complying with the letter from the administrator. However, because the purpose may also just be to delay the situation hoping that people who don't get urgent medical care will die and perhaps criminals will take advantage of people and perhaps some people may resort to fomenting unrest, to overcome and or end the situation, the legal police force, while complying, has to have a legal solution to help the people.


Practical Steps 


Firstly, to achieve this, the legal police force cannot find this out at the time of the incident but needs to have thought of all of that in advance. Even if it didn't do a thorough and complete due diligence to understand the laws of that location, it should have a database of all laws, local, national and universal, that can affect or inhibit legal policing operations in that location. 


Secondly, the legal police force can have a mobile application based on a research database that is updated regularly on how the legal police force can still carry out its legal operations irrespective of certain inhibiting laws in that location. For instance, are there other laws which override the law or laws being quoted by the administrator or mayor? Are there certain ways the operation can be carried out that would make it legal without contravening the legal laws of that location? As many of these need to be researched and also developed and put in a database so that they can be accessed at the touch of a mobile application to enable solving this situation and saving lives and property. For instance, if it is illegal to deploy the legal police force to that location to carry out the services because it is a large operation that may interfere with the jurisdiction of the locality, then is it feasible for the legal police force to liaise with towing companies, or people in that locality to request a towing service or request debris removal service from homes or shared locations like pavements. In this way, people can call for these services and the legal police force provides these services through legal companies which also offer those services but who may not have sufficient equipment but could now leverage the legal police force to offer the services. The legal police can then refuse to collect payment for the services, since it is funded by the legal government to do that. While this may not be a holistic and broad legal operation, it does allow the legal operation to get started while the legal issues in the letter from the administrator or mayor are being resolved. This way, the most urgent victims and affected can be helped, which would ensure no loss of life while not contravening the local laws.


The reason that this needs to be made into a database and accessible on a mobile application is that not all disasters are known by all people on time. What this means is that there may not be so much time to find out all the legalities prior to needing to swing into action to save lives and property. This is the reason for this database and the application is to ensure that all the tricky and hidden issues are known while legal deployment is being actualised. 


In another situation where it's not so much, the legal law but could be the acquiescence or permission of a leader or ruler that is required to effect a legal policing operation to save lives and property. If the legal ruler acquiesces, then the legal policing operation goes ahead and if the legal ruler does not acquiesce, the legal police operation cannot go ahead legally. Therefore, whoever is able to convince the legal ruler to prevent the legal operation would prevent the saving of lives. Therefore, in such a situation, the legal police force should seek the legal position of the legal ruler on such situations broadly and specifically in a free-will manner and leverage that information if it wants to actualise legal policing operations. This means that the legal police force, when told that the legal ruler does not support the operations, can make known specific information that contradicts that which the legal ruler has made available at a prior time. This allows the legal police force to continue its legal operations of saving lives and property until such a time as the legal ruler makes a current pronouncement on the matter. This is especially important because some people who have access to the legal ruler may insist that the legal police operation not take place to foment some form of crisis. Therefore, the legal police force operating in locations that have such powerful rulers needs to have legal information, current and past, available in a database on elected leaders and officials' positions relating to the specific issues in question. This refers to information available in the public domain put there legally and freely willingly by the legal ruler or gotten from a legal press conference. For instance not the private conversation of the legal ruler with a colleague from another jurisdiction or location unless that has been made known freely willingly. 


Another instance that could hinder effective policing is if some people in that location attack and are able to overwhelm the legal police on duty and by such means are also able to force the legal police operation to a halt. This should never happen. However, if the legal police are not knowledgeable of the feasibility of such an occurrence, it would be arduous to legally and accurately protect the legal police from such an outcome. No matter how powerful, or massive or ubiquitous, the legal policing capacity of the nation is, it is limited by the number of legal police personnel that can be in that location at that specific time the legal police operation needs to be conducted. Therefore, if the legal police personnel are overpowered, that operation would only prevail if there are legal reinforcements made available in a timely manner. If it takes weeks to get legal reinforcements, then the people needing urgent medical attention may mostly perish, while the suffering of the people may be quite tremendous. Therefore, this vast and powerful legal policing force is limited by its ability to provide adequate personnel, money and equipment to keep an operation going and above the threshold of those who seek to terminate, disrupt and or interfere with such legal operation which will save lives and property. This is very important and existential to ensure legal policing success every time. What some criminals have perfected is the art of being able to overwhelm the direct on-duty legal policing personnel and thereby stop the legal operation, and then they use the time prior to replacements being provided to cause so much havoc that the situation is transformed to an entirely different and more drastic situation. Even if the criminals are eventually overpowered, it may be quite serious. Therefore, for this scenario those nations which can develop the capacity should develop their legal policing capabilities to such levels that the legal operations can be commenced and completed without any interruption, irrespective of the source of the interruption. This will ensure increased quality of policing and favourable results. No matter how powerful those supporting a boxer are, it is only the boxer's ability to prevail while the match is on that determines the boxer's success. This recommendation says that this is not the best use of the capabilities of those promoting the boxer. There needs to be a completely legal manner to ensure the boxer continues to be strong and can prevail. Even if it is to legally get people cheering the boxer in the venue or to invest in a legal energy drink that supercharges the boxer after each round that is approved by the legal boxing regulators. The point is well said that the might of the legal policing force needs to be available to those on legal policing assignment throughout the legal operation, as every disconnection is a gap that criminals and terrorists may seek to exploit. That shall not prevail through any means, manner or form.


In conclusion, this entire recommendation can be leveraged to create databases of information accessible through an easy-to-use mobile and or computer application which enables such information to be accessed in seconds which can help tremendously ensure improved and more effective legal and humane policing operations.

In my opinion, any legal nation that desires to leverage this specific information to improve the quality of its legal policing and legal security service provision is able to achieve that.


It is hoped that this will help save lives and properties across the Universe.


Certainly, each nation may develop their own technological solutions to implement this recommendation as they please. Sometimes, it's not only laws, legal rulers and criminals there could be other hindrances to effective legal policing. Therefore, the entire gamut of such hindrances should be legally made and legally assessed and put in a database and regularly updated so that such can also be prepared to prevent any hiccups in effective legal policing operations. For instance, regular weather challenges, flooding risks peculiar to specific locations amongst others.
