THE EUROPEAN COUNCIL

It is my opinion and recommendation that the European Council should strongly consider requiring that all activities, programmes, meetings and other functions of the European Union should show which member states are responsible for such functions, whether a single member state, some or all member states.

In this manner, it will be feasible to ensure that every European Union activity and function has specific member states which are responsible. This means that activities held anywhere in the Universe bearing only the European Union flag and or insignia will not be recognised as legal activities and or functions of the European Union.

This is important in any of the European Union's activities and functions but becomes existential in legal security-related activities.

If there is any wrongdoing, this, in my opinion, would make it feasible to restrict responsibility to the member states directly responsible for such activities and or functions. 

This is an opinion and recommendation.
