DISTINGUISHING ACTIVITIES, ESPECIALLY THOSE THAT HAVE EXTERNAL IMPACT

It is my understanding that some nations have administrative structures which cause those nations to have some of their administrative functions to be superintended or strongly influenced by interests, other nations for instance. It is not clear to me who write this physically how those structures are put in place however the purpose of this recommendation is to state that nations who freely want to should make it very clear in a written and overt manner which nation, interest, for instance, is responsible for each of their actions, especially overt actions. This, for some, may just be of marginal value if there is not much sabotage, but for others, this may be existential. This is very important because the world and many people mostly, broadly respond to each nation as nations and form their opinions to some extent based on that without always knowing which nation or interest is actually responsible for what within a nation. This, in my opinion, is necessary especially where there are constant efforts to undermine a nation.
