RECOMMENDATION
THE CONTINENT OF SOUTH AMERICA

Based on recent developments in the region and to further peace and legal prosperity me who write this have the following recommendations.
1. All drug related crime in the entire region, inclusive of cartels should be listed, detailed, with specific volumes and currency equivalents should be made known legally and accurately. Any associations with any government in the region should be made known.
2. What measures have the governments taken to address the drug trade from the nations where that occurs in the region? If the affected nations show that they are taking proactive steps to prevent drug crime from reaching other nations, then this would protect from any actions against them from those nations.
3. Secure audience with the United Nations Security Council, General Assembly, UNODC and the Secretary General of the United Nations to show the level of legal activity to prevent the drug crimes from escalating or affecting other nations.
4. Seek legal pronouncement and or legal adjudication in the legal Supreme Court in each nation as to whether criminal activity which is being thwarted by the legal authorities is a legal ground for any form of military invasion or otherwise into any of the nations in the region.
5. Make a legal, accurate, empirical and incontrovertible determination as to whether there are any security threats to the region as a whole and if there are what are the root sources?
Are there any nations that are particularly vulnerable and what are those vulnerabilities so that the more vulnerable nations cannot be used a path to the less vulnerable nations?
6. Request an audience with the current president of Venezuela to find out if it would be feasible to establish a United Nations Tribunal in the region which could allow for a trial that would be perceived as fairer for the elected president of Venezuela as an option in addition to or as an alternative to the Hague, Netherlands to ensure that the elected president of Venezuela has some choice in the location of the legal proceedings. However it is important to state that the capture of elected leaders in the region would not be accepted but seen as crime.
These are recommendations.
