INTENT
'Intent refers to a person’s conscious decision to commit an act that violates state, federal and or international laws. Generally, intent is an element of an offense that the prosecutor must prove.
Motive deals with an individual's underlying reasons for committing a crime, whereas intent is concerned with their willingness to carry out specific actions.'
UNITED STATES OF AMERICA AID TO THE STATE OF ISRAEL
There has been a good relationship between The State of Israel and The United States of America with capital in Washington D.C., North America for a long time and that still persists.

OPINION
The purpose of writing this is to say that it is
important for the United States of America, with its capital in
Washington D.C., North America to be cautious not to expose itself
to legal implications from the establishment of the Board of Peace for
Gaza.
In my opinion, some of the following factors may, if
properly articulated, could be used to try to imply that the United States of
America, with capital in Washington D.C., North America, was in support
of the actions of the State of Israel as regards the Israel - Hamas war,
which had a serious impact on Gaza and a sizeable portion of the
people of Palestine.
First, is the large volume of aid made
available to the State of Israel (estimated as $298 billion from
1946-2024) which also includes military aid.
Second, is the level of destruction in Gaza. From the 7th October 2023, the Israel - Hamas war commenced.

The third is that at some time in early year 2025, the President of the
United States of America with capital in Washington D.C., North America,
reportedly made a statement about turning Gaza into a “Riviera of the
Middle East.”

It is also important to state that the current President of the United States of America, with capital in Washington D.C, North America, has been instrumental in achieving peace in Gaza and the Middle East.
OPINION
However, it is my opinion that, with these and perhaps other factors, it would be feasible to string a motive and or intent for wanting to control Gaza and Palestine by the United States of America with its capital in Washington D.C., North America. The meaning of this is that it may be perceived that these factors have occurred with the ultimate objective of increasing the presence and influence of the United States in Gaza, Palestine and the larger Middle East. With specific actions taken by the United States of America, with its capital in Washington D.C, North America, it is my opinion that intent to control Gaza and Palestine may be feasible to establish. If this is feasible to establish, in my opinion, it may be feasible to also state that the United States' military support for Israel was to achieve this very purpose.
In my opinion, the meaning of this is that it may be feasible to say that the entire purpose of the Israel - Hamas war, which commenced on the 7th October 2023 with the Hamas attack and invasion of Israel was to take over Gaza and Palestine and perhaps increase influence in the larger region.
The only snag with this, is that Hamas attacked Israel, not vice versa. However, three important issues should be considered on this.
First, is that it needs to be legally and accurately determined whether the particular Hamas fighters who invaded Israel on October 7th 2023 did that of their free will or were somehow forced to do that. If it is legally and accurately determined that they were forced, then it is important to legally and accurately determine who forced them. This is very important to put it mildly.
Second, has to do with the State of Israel's response to the attack on the 7th October 2023, which for those familiar with Israel's military prowess and the quality of security coverage by Israel in Israel, would probably come as very surprising, especially after the 1973 Yom Kippur War.

In addition, Israeli Intelligence is reputed to be one of the best in the world and some even say the best. How then could they miss such an attack not from a nation but a group right next to it? Why wasn't such information taken seriously? Since the information was known to the intelligence agency.

Third, is that some images posted on the Internet at the time showed the corpses of Israelis murdered by Hamas wrapped in body bags with some colouring that matches mostly the flag of the United States of America with the capital in Washington D.C., North America. However, the accuracy of those images would need to be legally and accurately determined in a timely manner. Even if the images are confirmed, this, in my opinion, would be purely circumstantial, but in terms of stringing together all the factors, it does raise some suspicion in my opinion.

This provides legal protection to some extent but in my opinion caution is required to achieve this.
It is my opinion that since the Board of Peace for Gaza is a product of a
United Nations Security Council resolution, then it should be operated
in such a manner that protects the legal freedoms, fundamental human
rights and independence of Palestine and the people of Palestine.
RECOMMENDATION
The purpose of this is to sincerely recommend that the United States of America with capital in Washington D.C., North America exercise significant caution in resolving the situation in Palestine and strongly consider an option that keeps Palestine independent and free to govern itself with guidance from the United States of America with capital in Washington D.C., North America if desired and or required at any time that is feasible. This, in my opinion, will protect the United States of America, with its capital in Washington D.C., North America, from legal challenges relating to the governance of Gaza and Palestine as a whole. It will also dispel any insinuations that the United States of America, with capital in Washington D.C., North America, has any intention of governing, directly and or indirectly, the larger region.
It is also recommended that the United States of America with capital in Washington D.C., North America encourage the conduct of free, fair and credible elections in Gaza, Palestine to give the people the comfort of also having a say in who governs them.
This is just a recommendation to hopefully extricate the United States of America, with capital in Washington D.C., North America, from any legal implications with the establishment of the Board for Peace for Gaza.
