The purpose of making this
recommendation is to provide a solution for legal press organisations,
especially those in television, to be able to keep broadcasting 24 hours
a day every day, irrespective of the prevailing external circumstances.
For instance, natural disasters, civil unrest or even conflict could
make continued broadcast from some locations unfeasible for some period
of time or even on a permanent basis in the situation of a severe
conflict.
What is clear is that legal press professionals and
legal press organisations need to exercise more protection in carrying
out sensitive tasks. For instance, the large number of journalists
killed recently in conflict has been quite alarming. It appears as
though some do not want there to be legal press coverage of conflicts
and or sensitive situations. This, in my opinion, is clear.
This
solution is the literary definition of a Television Network or better
called a Broadcasting Network. This is because it is a decentralised
approach to television broadcasting specifically to enable continuous
broadcasting in difficult locations or challenging situations.
This will require the following.
First, is professional background capability. What makes some of the
television networks really appealing is the beautiful background. This,
in my opinion, needs to be natural and attempting to computer generate
this, in my opinion, may not give the same image. Therefore, apart from
existing main broadcast facilities, a safe location, perhaps even in
another part of the nation or in another nation, could have the studio
fully set up with the effects. Then this can be filmed as required. This
gives the lovely background that is so attractive in some legal press
organisations. This maintains the quality of the presentation
irrespective of whether the official broadcasting locations are
functional or not. This, in my opinion, is really very important.
This
background can be integrated, in my opinion, with videos of presenters
presenting in completely different locations using perhaps a plain
colour background. With the proper video editing and enhancing
capabilities, it is my strong opinion that the presenters' videos
integrated with the real background would give a close to perfect
presentations as though in the studio. This is the target and it is
necessary to legally and accurately secure the technology to achieve it.
With this in place journalists and or presenters could be in safe
locations which may be in different parts of a nation or even different
nations and legally syndicate programming in such a manner that those
viewing would be of the opinion that all the studio programming are
inside the main studio that viewers are familiar with. This is very
important to protect the integrity and the quality of the broadcasting.
Legal
press organisations which have requested legal security assessments and
fear for their safety either at the current time or at a different time
may establish such a broadcasting network and already integrate that
into their existing programming. If there is a need to quickly
decentralise their broadcasting operations, this could be done
seamlessly, accurately and flawlessly. This may be the difference
between existence or non-existence for some broadcasting organisations
at some point. It is hoped that legal press organisations would be able
to operate freely and consistently however those needing increased
robustness can consider this recommendation.
Second, is a
mobile telecommunications technology kit. This needs to be able to fit in a
single suitcase and can be packed up and unpacked and installed at very
short notice.
In essence, what this does is that it allows a
complete studio level establishment in a part of the universe that a
studio correspondent is located. This is not necessarily a kit for a
field correspondent, though they may be similar. This is for a
journalist who is in a different location and will provide studio-level
quality of programming.
One of the critical aspects of this is
miniature size or compactness. This means that the equipment should be
able to have all the functionality but as portable as possible.
Equipment
such as video recorders, laptop computers, microphones, lighting,
terrestrial and satellite phones, solar and non-solar power supply units
and others are all very important.
It is recommended to have
some sort of communications platforms that allows seamless
communications of the journalists, correspondents and presenters,
especially those that are doing studio level presentations. This can be
customised just for that broadcasting station or network.
This
would be an in-house or intra-company communications platform that
enables this functionality to be maximally realised. This can be
designed and built within a few months maximum. This can also be
achieved in an affordable manner.
This internal mobile platform can be made to synchronise with commercial platforms or can be kept strictly as an internal platform to legally and optimally manage the security of the platform and the integrity of the platform and broadcasting station or network.
Third, is optimising data transmission. Me who write this physically have made a recommendation on this for a very robust solution. However, for a television station it is feasible to operate the basic principle. That is each field and a studio correspondent who are also in the field studios would have an electronic or digital data compressor. This can significantly retain image quality and have relatively high compression capabilities. This means that programming can be recorded, compressed, sent via the customised platform and aired either immediately or when the studio programme is on if it is not live news or a live event. With this capability, streaming can be reduced as much as feasible and interruptions or disruptions can be seriously minimised and even prevented as much as feasible.
An instance of this. If a presenter makes a presentation from the top of the hour, perhaps 12pm to 30 minutes into the hour, perhaps 12.30pm with space for commercial breaks, then the presenter compresses the video, posts it on the internal platform and it gets to the producer in some minutes or less, for instance. If there is a news update between the 31st minute, that is 12.31pm and the 59th minute, that is 12.59pm of the same hour, this news update ordinarily would be integrated into the next news segment that is from 2pm to 2.30pm after the news at the top of the hour which is actually broadcast from 1pm to 1.30pm. It is feasible for the presenter to make a 1 to 3 minutes or less video with the latest information which may or may not involve an interview, compress the data significantly, post the information and it could be integrated prior to the ending of the 30 minutes for the news at 1.30pm. This keeps the news fresh and updated. It is my opinion that perhaps the old information should be dropped, and the new information included to make the entire broadcast to occur within 30 minutes. This is an update of the existing news therefore it is not really dropping but upgrading with newer information, which basically is the ongoing process of news provision.
To increase the robustness of the solution, it is also feasible to provide some of the production capacity in the field studios to ensure that much less processing time is required from the time the video is received for airing and the time the video is actually aired. This means the studio-level videos from the field offices are not just raw but in a largely airable form. This is only where this is feasible but would require training to develop the legal competence to flawlessly achieve.
